Located near downtown, the Monroe City Hall has operated in a renovated car dealership building for decades, and was in need of a major remodel. The existing facility has been patched, repaired, and added to, but ultimately has never received significant upgrades in over 30 years. The approximate $13.8 million project received $1.1 million from the State’s 2023-2025 capital budget. The design includes remodeled city council chambers, new court facilities, improved access for people with disabilities, and fire protection upgrades.
For this campus’s modernization, ARC implemented a modern design aesthetic following principles of Biophilia, a design strategy that places emphasis on human connection to the natural environment. Biophilic elements within the design include maximizing natural light via central clerestory windows, live indoor planters, as well as natural textures and materials. Public access and visibility has been increased through the large entry plaza with floor-to-ceiling windows connecting the plaza and outdoor landscaping to the interiors of council chambers and lobby entrances. Additionally, calming biophilic design supplements the renovation design for the courts to help aid in successful meetings and court proceedings.
